It is the goal of the district Party committee and the district government to build the big node of the national comprehensive transportation and logistics hub. Since the 15th Party Congress of the District, the whole district has gathered consensus and jointly promoted the construction of "big transportation", and basically established the "four beams and eight pillars" of the large node of the national comprehensive transportation and logistics hub. But generally, there is still a certain gap between the existing channels in terms of service logistics and enabling the economy:
First, there are shortcomings in access facilities. Wanzhou and Dazhou have built a comprehensive three-dimensional transportation network of railway, public water and air, while Kaizhou lacks a large-capacity channel directly connecting ports and parks, and the multimodal transportation collection and distribution system is not perfect. The traffic bottleneck in the "two core" areas of Huanhu and Puli is prominent. Only 64.3% of the national roads are above the second level, and only 47.3% of the provincial roads are above the third level. Some channels are not smooth, and the microcirculation network is insufficient.
Second, the level of logistics development is not high. Compared with Wanzhou and Dazhou, the "software" and "hardware" of the development of logistics in Kaizhou have certain shortcomings. Logistics development mechanism is not perfect, lack of overall management organization, has not yet issued a special logistics planning. Logistics infrastructure construction lags behind, Wanzhou has built a logistics transfer center, and some enterprises sent to the northeast area of Chongqing need to be transferred to Wanzhou. The port function is not fully played, Kaizhou port lacks container function, logistics transportation is mostly one-way road transportation, single source of goods, high freight. The development of market players is not mature, the existing logistics enterprises "small scattered weak" phenomenon is prominent, weak competitiveness, from the number of A-level logistics enterprises, 8 in Wanzhou, 27 in Dazhou, Kaizhou temporarily.
Third, structural imbalance is prominent. There is a lack of overall integration of logistics resources, the utilization efficiency of existing facilities is not high, and the distribution is uneven. Resource allocation shows a trend of "strong city and weak township" and "strong west and weak east". The shortcomings of village-level terminal distribution outlets are obvious.
In view of the above problems, the following three suggestions are put forward:
The first is to improve the logistics transport channels. We will complete as soon as possible major projects such as the Chongqing-West high-speed railway, the Chengdu-Daoguan-Wanshan high-speed railway, the Wuyun-Kaikai high-speed railway, the Wanda straight-line high-speed railway, the Xiaojiang waterway improvement, and the second phase of Kaizhou Port, and build a three-dimensional transportation network featuring two railways, six high altitudes, one air space, and one port. Strive for the Guangzhou-Badach-Dalian (Kai) million railway expansion line plan to transit Kaizhou station, and connect Kaizhou high-tech Industrial Park and Kaizhou Port; We will strive for the Wankai (Cheng) An railway to be included in the national plan. Speed up the construction of the Jiangpu tunnel and open the "two nuclear" fast track as soon as possible. We will speed up the construction of national, provincial, and three-tier roads linking towns and villages, smooth non-toll logistics channels, and improve the accessibility of the microcirculation network.
Second, improve the quality and efficiency of logistics development. Establish the port logistics affairs center, promote the port logistics related work as a whole, introduce the logistics development plan, and clarify the logistics development "construction drawing". Cooperate with Wanzhou and Dazhou to speed up the construction of the operation center of northeast Chongqing and Northeast Sichuan, a new land-sea channel in the west, and strive to create a multimodal transport cooperation pilot zone for Wanda Development. Centralized layout of logistics facilities, speed up the construction of Kaizhou port multimodal freight hub, strive to build Zhuxi modern life logistics Park, cultivate the development of e-commerce industry, cold chain logistics, warehousing and distribution, and form a modern comprehensive agricultural products trading market. Concentrate on cultivating 1-2 A-level logistics enterprises, accelerate the introduction of logistics enterprises with high correlation and strong matching, attract large logistics enterprises to set up regional headquarters in Kaizhou, and effectively improve the ability of supply organization and distribution service.
Third, make up for the shortcomings of rural logistics. We will coordinate the development of urban and rural logistics, and promote the integrated development of transportation and postal express delivery, express logistics and rural primary, secondary and tertiary industries. We will integrate existing logistics resources, build village-level comprehensive delivery and logistics service stations, promote e-commerce and express delivery to villages, build a standardized, intensive and efficient rural logistics service network, encourage eligible villages to build a rural distribution system with direct links between distribution centers and terminal outlets, and speed up two-way smooth transport of industrial products to the countryside and agricultural products to the village.
